In signing his executive order, Mr Newsom has also withdrawn regulations on lethal injections that have been put through the courts already by death penalty opponents.

A US Government Accountability Office study published in 1990 found a vastly increased likelihood of a death sentence when the defendant was a person of color and the victim was white.

"Defying voters, the Governor of California will halt all death penalty executions of 737 stone cold killers", the Republican president tweeted.

"Our death penalty system has been - by any measure - a failure", Newsom plans to say in his remarks.

It follows Newsom's first executive action related to a clemency request last month, when he ordered additional DNA testing in the case of death row inmate Kevin Cooper. Twenty-six inmates condemned to death have committed suicide since the death penalty was reintroduced in 1978.
