But Democratic Senator Richard Blumenthal said that, the "central issue for us, on the Attorney General of the United States, is will he be the people's lawyer or the president's?"

The vote to limit debate on the lands bill is scheduled for Monday evening, meaning Barr's final confirmation should come no later than Thursday. Barr previously served as attorney general from 1991 to 1993. Majority Leader Mitch McConnell, R-Ky., who sets the floor schedule, tweeted Thursday that Barr "has the experience and is eminently qualified" and he expects he will be confirmed next week.

Addressing the memo, Barr said it was "very common" for him and other former senior officials to offer their opinions on DOJ matters they believed to be legally improper.

In confirmation hearings last month Barr said he would protect Mueller's investigation, and rejected Trump's characterisation of it as an illegal "witch hunt".

"We need a steady hand at the Department of Justice and I believe he would provide that steady hand", said Senator Lindsey Graham, the Republican chairman of the Judiciary Committee.

Acting Attorney General Matthew Whitaker is now filling the position and said last week that he believed Mueller's investigation was almost complete.

Patrick Leahy of Vermont called the "extraordinary circumstances" of 2019, as special counsel Robert Mueller has obtained 37 indictments on various charges during his investigation. Senate Democrats expressed concern that Barr would not make the results of the investigation public. But he said he could not understand the memo and would vote against Barr's nomination.

Democratic Senator Dianne Feinstein, the committee's ranking member, opposed Barr's confirmation, citing a memo he wrote the Justice Department previous year before he was nominated criticising the wide-ranging Russian Federation inquiry led by special counsel Robert Mueller.

"This is particularly concerning, as nothing in existing law or regulations prevents the attorney general from sharing the report", Feinstein said Thursday.

Dianne Feinstein, said last week that she is anxious that Barr won't be a check on the president who appointed him. Amy Klobuchar, D-Minn., said.

The committee voted along party lines. The picks were renominated after their nominations expired at the end of last Congress and must restart the confirmation process.
