Under Walker, Wisconsin promised nearly $4 billion in state and local tax incentives if the company invested $10 billion and created 13,000 jobs, according to the AP.

The company says it will invest $10 billion in a manufacturing campus that will produce large, Generation 10.5 liquid-crystal-display flat screens for big-screen TVs, self-driving cars, notebooks and other monitors.

"This is distressing news for Wisconsin taxpayers", said State Representative Mark Spreitzer.

It did not provide details on employment or products, although it said it meant to "broaden our investment across Wisconsin far beyond our original plans".

The news Friday comes after a week of confusion about Foxconn's plans in Wisconsin.

Even the company's renewed commitment Friday to building a Generation 6 LCD facility represents a stark downgrade from its original plan.

Hintz said the state hasn't paid out the incentives that are associated with employment and with capital investment, which could total to $4 billion of taxpayer money. Foxconn had initially agreed to build a Generation 10.5 plant, a much larger operation, in its contract with the state, but scaled back that commitment past year due to cost concerns.

The penalties mean that the Tigers will not be eligible for the SEC title game or a bowl game this upcoming fall. A 5-percent reduction in scholarships for football, baseball and softball during the 2019-20 academic year.

But Foxconn said on Friday it would move forward with its planned construction of a plant.

It said the decision was made after productive discussions between the White House and Foxconn and after a conversation between Trump and Gou.

Foxconn will proceed with its construction of a self-driving auto facility and a sixth generation LCD fab plant in Wisconsin after discussions with United States President Donald Trump about the project, the company's chairman Terry Gou (郭台銘) said Saturday. The "campus will serve both as an advanced manufacturing facility as well as a hub of high technology innovation for the region", Foxconn said in a statement. Evers, Wisconsin's current governor who used Walker's support for Foxconn against him in the race, was a critic of the project during the campaign but has said this week he's working closely with Foxconn on the project.

Foxconn - as Hon Hai Precision Industry Co (鴻海精密) is commonly referred to in the West - is the world's largest contract electronics manufacturer and assembles most of its products in China, leaving it vulnerable to Trump's tariffs. He said he also met with Trump to discuss the Wisconsin plant during a trip to the U.S.in December.

Louis Woo, special assistant to Gou, said on Wednesday that Foxconn wanted to create a "technology hub" in Wisconsin that would largely consist of research facilities.

Trump had unveiled the deal in the East Room of the White House with former Wisconsin Gov. Scott Walker in 2017 and attended a groundbreaking ceremony last summer in Racine County.
