The Observer: DUP leader sees no-deal Brexit as 'likeliest outcome

The issue of the border between Northern Ireland and Ireland is one of the last remaining obstacles to achieving a divorce deal with Brussels, with wrangling continuing over the nature of a "backstop" to keep the frontier open if a wider UK-EU trade arrangement can not resolve it. "Staying in a customs union would clearly have to have an end date on it".

Last week, the DUP, whose 10 MPs prop up May's government, made it clear they would be prepared to vote down the budget this month, if the government pressed ahead with a Brexit deal that tied Northern Ireland closer to the European Union than the rest of the UK.

Brexiteers suspect this could turn into a permanent situation, restricting the freedom to strike trade deals. "I have good reasons for not doing that: we are not insisting too much because it would be seen as a provocation in London".

The government, which has warned of a no-deal Brexit, published more than 25 technical notices covering issues from consumer rights and sanctions policy to rail transport and taking horses overseas.

However, Tory Brexiteers fear that she is about to concede to European Union demands that it must be open-ended, despite previous assurances from ministers it would have to be time-limited.

Mrs May relies on her DUP allies to prop up her minority government in key votes, but the party says it is ready to block this month's budget and potentially topple the prime minister unless they receive sufficient reassurances that there will be no customs or trade checks between NI and the rest of the United Kingdom post-Brexit.

Mrs May set out in June proposals for a "temporary customs arrangement" to ensure that the border between Northern Ireland and the Republic remains open in the case that no broader EU/UK trade agreement has been finalised.

Dutch Prime Minister Mark Rutte said he spoke to May by phone on Friday and added that "we hope that next week at the European summit, if at all possible, the first results emerge".

Brexit was a "fundamental, existential issue" and "on that basis maybe some people will obviously consider their position", he said.

However, Norway's state-owned grid operator Statnett [STASF.UL] warned earlier this year that Brexit could hamper new projects, including two planned links with Norway.

Mr Hammond gave no details on the size of the reserve but said it could be used "to support the spending envelope or to deliver tax cuts, or to pay down the debt more quickly".

Mr Baker said: "That won't wash".

At a Leave Means Leave rally in Torquay he accused the Government of adopting an approach of "managing decline" for the United Kingdom rather than seizing the opportunity of Brexit.

Labour's Sir Keir Starmer said the government's planning "won't reassure anyone".
