"You need to go on and get out now".

Thunderstorms and heavy rains have already started lashing out regions in the United States southeast coast.

Of those who left, more than 4,000 had sought housing at emergency shelters across the state.

Only two of the 61 shelters were at capacity Thursday.

Despite days of warnings to evacuate, some residents are staying put - even if they don't want to.

While Florence was downgraded from a Category 4 to 2 on Wednesday due to its declining wind speed, the National Hurricane Center (NHC) emphasized on Twitter Thursday morning that "life-threatening storm surge flooding, catastrophic flash flooding, and prolonged significant river flooding are still expected". The storm packs winds in the 110 miles per hour range.

THE life-threatening hurricane, Florence, is expected to hover the Carolinas in the USA with torrential rains, high winds and massive coastal erosion.

At least 88,000 people were without power in North Carolina with the brunt of the storm yet to come, according to the state's emergency management agency. "It can still kill you".

Luettich and colleagues at the University of Notre Dame and University of Texas spent 30 years developing ADCRIC, a computer model that gauges storm surge and other impacts of major coastal weather events.

The center of Florence is expected to hit North Carolina's southern coast on Friday (local time), then drift south-west before making its way inland on Saturday.

And even though meteorologists sort storms into categories by the strength of their winds, it's actually the storm surge that's most risky, as AccuWeather reported. For locations farther south like Fayetteville and the Sandhill area, expect 10 to 15 inches.

McMaster also warned of possible landslides in the Upstate, portions of which could get 10 inches of rain over the weekend.

USA reached out to China for new trade talks, sources say
After these were first proposed several weeks ago, Apple warned that they'll likely increase the cost of many of its products. However, the last round of talks, between mid-level USA and Chinese officials in August, failed to reach any agreement.

Colgate, a Patriot League program from NY, had hotel rooms and meal plans locked down for the trip to Greenville, South Carolina. An isolated tornado is not out of the question, especially in North Carolina.

The centre issued a public advisory with a summary of watches and warnings in effect for several areas.

Its surge could cover all but a sliver of the Carolina coast under as much as 3.4 metres of ocean water, and days of downpours could unload more than 900mm of rain, triggering severe flooding.

"We'll operate without power; we have candles".

"It's going to be a lot of wind".

He said the magnitude of the storm may exceed the ability of the state-activated National Guard troops.

In North Carolina, Florence is expected to dump up to 40 inches of rain.

Florence's expanse even captured the attention of the astronauts and cosmonauts aboard the International Space Station, who have been tweeting pictures of the storm back to Earth. He drove up from Miami to help Duke Energy crews ahead of Hurricane Florence.

Reaction to the hurricane explainer has been overwhelmingly positive, said Michael Potts, Weather Channel's vice president of design. Brian Wierzbicki, with U.S. Fleet Forces Command in Norfolk, Va.

Forecasters said that given the storm's size and sluggish track, it could cause epic damage akin to what the Houston area saw during Hurricane Harvey just over a year ago, with floodwaters swamping homes and businesses and washing over industrial waste sites and hog-manure ponds.

"This is going to be a bad, bad situation".
