Juncker renewed calls for states to push ahead in developing an European Union defence capability independent of the USA -led North Atlantic Treaty Organisation alliance and to embrace Africa through investment and a sweeping new free trade area - part of a strategy to curb the flow of poor African migrants which has set European Union governments at each other's throats and fuelled a sharp rise in anti-EU nationalism.

European Commission President Jean-Claude Juncker said in a speech Wednesday that the Commission is proposing the new rules as part of efforts to step up the bloc's security.

He also called for building reciprocal relationships between the European Union and Africa, including a free trade pact.

Juncker's legislative proposals will face scrutiny in Parliament and from member states, with some of the latter wary of a plan to scrap their veto over some areas of foreign policy in an effort to give the European Union a nimbler actor in global diplomacy.

Facebook said in a statement that it had made significant strides finding and removing their propaganda "but we know we can do more".

In an address to the European Parliament, Juncker said he respects Britain's decision to leave.

"Someone who leaves the union cannot be in the same privileged position as a member state", he said, while welcoming May's proposal for an "ambitious new partnership" based on a future free trade agreement.

"I am convinced that we also have to make progress on other agreements and have a continent-to-continent partnership between equal partnerships, and move towards a free trade agreement", he said.

Juncker proposed increasing the number of border guards to 10,000 by 2020, while opening the door to legal migration from African nations, stressing that Europe needed qualified workers.

Facebook, Twitter and YouTube owner Google had already agreed to work with the European Union on a voluntary basis to tackle the problem.

The consultation received 4.6 million responses from all 28 member states, the highest number of responses ever received in any commission public consultation. We continue to be very concerned by the developments in some of our Member States.

Europe must also shield its democratic process from global and private interests, he said. The new rules would make political parties and organizations liable for fines of up to 5% of their annual budget if they are found in violation of European Union privacy laws in an effort to influence the outcome of European Union elections.
