California Governor Brown Signs Law Requiring 100% Clean Energy By 2045

The new law gives California the most far-reaching clean energy goals of any USA state, along with Hawaii, which set a similar target in 2015 of 100 percent carbon-free electricity by 2045.

At a signing ceremony in the state capital Sacramento, Mr Brown vowed to meet the terms of the Paris agreement and to "continue down that path to transition our economy to zero carbon emissions".

Brown's remarks came Monday during an interview with The Associated Press after he signed the bill setting a goal of generating all California electricity from clean sources by 2045. Jerry Brown signed a bill Monday that aims to eliminate fossil fuel use for electricity by 2045 and serves as a rebuke to US withdrawal from the Paris climate accord.

SB 100 requires California's utilities to generate 60 percent of their energy from wind, solar and other specific renewable sources by 2030, a 10 percent increase to the current mandates.

Brown also announced plans for a carbon neutral bill, mandating that the state remove as much carbon dioxide from the atmosphere as it emits by 2045. It also is less restrictive on technology, allowing any carbon-free resources to qualify including large hydroelectric dams and nuclear power. Trump withdrew from the accord a year ago over concerns that it would hurt the USA economy, making the United States the only country to do so.

But Brown cautioned that reducing emissions enough to meet the Paris goal of capping global warming below two degrees Celsius (3.6 degrees Fahrenheit) remains a daunting task.

As the Trump administration rolls back federal efforts to combat climate change, California has actively pursued a leading role in the worldwide fight against global warming.

As of 2017, the previous year for which complete data is available, the state got 44 percent of its electricity from renewable sources, including 15 percent from large hydroelectric projects, just over 10 percent from solar, and 9 percent from wind power.

For more than a decade California has adopted ambitious laws and regulations to confront climate change.

JERRY BROWN: California has been doing stuff most of the world is just hoping they might get to someday. This will require large investments across all sectors - energy, transportation, industrial, commercial and residential buildings, agriculture, and various forms of sequestration including natural and working lands, Brown said.

Environment America affiliate Environment California played a key role in driving the bill through both houses of the state legislature, and to the governor's desk.

Business groups also opposed the measure amid concerns that it would raise the price of energy and, together with California's other environmental and labor protections, make it hard to compete with firms in other states.

Starting Wednesday, government and industry officials and climate activists will gather in San Francisco for the Global Climate Action Summit.

But electricity accounts for only 16 percent of California's emissions.
