North Korea's official KCNA news agency said Kim told Chung and other envoys that it was his "fixed stand" to turn the Korean peninsula into "the cradle of peace without nuclear weapons and free from nuclear threat".

Although Kim promised Trump in June to achieve "complete" denuclearisation of the Korean Peninsula in return for security guarantees from Washington, scepticism has been lingering about North Korea's intention to take concrete steps toward it.

Frustrated with the lack of progress, Trump last month cancelled Secretary of State Mike Pompeo's trip to Pyongyang after the North reportedly sent a belligerent letter to the U.S. leader. "We will get it done together!" Chung said there was no discussion with Kim about rescheduling that trip.

"Kim also made it clear that he needs some kind of proof Trump has abandoned the U.S.'s hostile policy before moving toward denuclearization".

Kim also reaffirmed his nation's commitment to "actively engage in denuclearization if the countermeasures are taken simultaneously" and "expressed frustration that his goodwill is not being properly delivered to the worldwide community".

The increase in big parades over the previous two decades came as Kim Jong Il initiated his trademark "military-first policy" while grappling with an global standoff over his nuclear ambitions and a starvation that killed hundreds of thousands in the 1990s.

The inter-Korean summit would come just before a gathering of world leaders at the United Nations in NY at the end of September, but Seoul said Thursday that it was unlikely Kim would attend.

Pompeo declined to comment Thursday on what the next steps are for USA diplomacy with North Korea.

And it won't until Pyongyang gives up its nuclear weapons, the US says.

Kim Jong Un's statement was "meaningful" but unlikely to achieve a breakthrough if he doesn't offer something more substantive in exchange for a peace declaration, according to Kim Byung-yeon, a professor of North Korean economics at Seoul National University. But since meeting with Mr. Trump at a summit in June, hardly any progress has been made in getting the North to hand over its nuclear weapons. Kim will meet later this month with South Korea President Moon Jae-in to talk over "practical measures" toward that goal.

South Korea's liberal government is keen on keeping engagement with North Korea alive.

"He particularly emphasized that he has never said anything negative about President Trump", Chung said. The article said the North has shown "goodwill and generosity" through actions such as returning U.S. war remains and dismantling a nuclear testing ground, but that the United States has failed to respond similarly.

The agreement, they say, was effectively voided by the Japanese side as a result of its subsequent actions such as restarting sanctions in response to North Korea's continued nuclear and missile tests.

President Trump added that his Secretary of State Mike Pompeo will deliver Kim's letter to him, when he returns to the US from his visit to India.

He was expected to brief his American counterpart, National Security Adviser John Bolton, at 8 p.m. Seoul time, Moon's office said.

It is literally the embodiment of socialist ideals - North Korea's most ubiquitous slogan, seen in posters and beaming from neon signs from atop tall buildings, is "Single-minded Unity".
