Police moved quickly to arrest the driver, who has not been named.

A man has been detained on suspicion of terrorist offences, British police said on Tuesday, after a vehicle hit pedestrians and crashed into barrier outside the United Kingdom parliament.

Heavy armed police presence could be seen in the area as the incident unfolded.

Met Police tweeted, "While we are keeping an open mind, the Met's Counter-Terrorism Command is leading the investigation into the #Westminster incident".

Sky News broadcast footage they said showed a man being detained after the crash, whom they circled in red.

Another witness said a man in a black jacket was removed from the auto by police, adding that the attack took place near the House of Lords, the U.K.'s upper chamber of Parliament.

Images posted to social media showed a suspect surrounded by officers being led away from the vehicle in handcuffs.

The attack left five people dead and around 50 injured, and only ended when police shot Masood dead.

"Officers remain at the scene and cordons are in place to assist the investigation".

He confirmed that he not been formally identified, but on the basis of the information known so far, "we don't believe this person is known to either MI5 or counter terrorism police".

Eyewitnesses at the scene said one woman was being treated on the ground, but was awake. The whole of Whitehall is also shut to traffic, with the cordon extending all the way up to Trafalgar Square.

It took just seconds for London police to arrive on the scene.

In June 2017, eight people were killed and 48 injured when three terrorists drove a van into pedestrians on London Bridge before leaving the van and stabbing dozens of people in nearby bars at Borough Market.

The official terrorist threat level for Britain is "severe", indicating an attack is considered highly likely.
