Hallquist faced three other Democratic candidates for governor, including a 14-year-old boy, taking 48 percent of the vote, with 80 percent of precincts reporting.

Scott's popularity fell, especially among conservatives, after he signed gun control measures this year.

Vermont, where polls close at 7 p.m., has a competitive gubernatorial race ahead.
