However, one set of rules announced by the NCAA on August 8 will have a direct impact on Texas basketball soon enough.

ESPN's Jonathan Givony was trying to get to the bottom of the rule changes, and he initially noted some confusion about what was going on.

Regarding the NBA Draft, college players who have requested an Undergraduate Advisory Committee evaluation, go through the draft but are not taken can return to school as long as they notify the school's athletic director of their intent by 5 p.m. the Monday after the draft.

Emmert said the NCAA would continue to work with the NBA, National Basketball Players Association, apparel companies and USA Basketball to come up with more solutions, according to ESPN.

They'll also be allowed to be represented by agents, in college and, for some, as high school prospects. These changes will also make the NCAA investigations and infractions process more efficient, setting stronger penalties for schools or individuals who violate NCAA rules to deter future violations and bringing independent investigators to the table to make decisions and enforce rules.

Oil rises as US sanctions on Iran stir supply worries
Markets also anticipated an announcement from Washington later on Monday on renewed USA sanctions against major oil exporter Iran. But new data released on Monday showed Saudi Arabia's oil production fell in July by 200,000 bpd from the month earlier.

"This change is effective if/when the NBA and NBPA make an expected rule change, which would make undrafted student-athletes who return to college after the draft ineligible for the NBA until the end of the next college basketball season", the NCAA wrote. Coaches will only be allowed to attend one youth basketball event in early July.

The rule changes are a part of the NCAA's reforms in response to the college hoops corruption scandal. On the other hand, those players will be allowed to take more official visits to campuses, which the schools will pay for.

University presidents and chancellors will also now be personally resposible for their athletics programs abiding by the NCAA's rules.

The changes also allow the NCAA to accept during investigations outside information that has been "established by another administrative body or a commission authorized by a school".
