When Irizarry told the man that Puerto Rico is a USA territory, he argued back, stepping closer and closer to the woman until he was almost touching her.

The U.S. Army Corps of Engineers plans to begin removing mega-generators providing backup power at Puerto Rico's power plants as soon as next week, as the plants are deemed stable, leaving the island vulnerable to power disruptions during hurricane season.

The Forest Preserves of Cook County tweeted on Monday that it was cognizant of the video Irizarry put on Facebook.

"You are not going to change us".

"You should not be wearing that in the United States of America", the man tells Irizarry.

As the video continues, more park officers arrive at the scene and finally sit the man down and ask for his ID. "Are you a United States citizen?" the man also reportedly asked.

"You're not an American", Trybus continues to tell Irizarry.

He then asks her twice if she is a citizen, which she says she is.

When the policeman didn't respond, Irizarry says, "Officer, I feel highly uncomfortable". She then says, "Officer, I'm renting, I paid for a permit for this area". "Why is she wearing that s-?" The unidentified "intoxicated" man who accosted the woman was arrested and charged with disorderly conduct.

The Forest Preserves wrote on Twitter on Monday that the investigation of the officer is "ongoing" and that he'd been assigned to desk duty "pending the outcome".

Eventually, more officers arrived, and the woman was able to file a police report.

Gov. Ricardo Rossello tweeted about the incident, calling it an "undignified event in which a Puerto Rican woman was brutally harassed by a bigot while an officer did not interfere".

On Wednesday, Cook County Commissioner Luis Arroyo Jr. said the people of Cook County, especially his constituents in Humboldt Park, many with Puerto Rican heritage, should settle for nothing less than Connor being kicked off the police force. "Can you please grab him?" to which he turns his head and walks in the opposite direction.

Preckwinkle said Connor would face "disciplinary action" depending on the results of the Forest Preserves' investigation. "People have just as much right to be here as you and when you're drunk, you don't belong here".

"I am appalled, shocked & disturbed by the officer's behavior", Rossello tweeted.

She said she had spoken with Rosselló, telling him the behavior in the video "does not represent our values in Cook County". Although Puerto Ricans are USA citizens, they must register in one of the 50 states to vote in presidential elections.

"After the June 14 incident, we immediately launched an investigation pursuant to our personnel policies into the response of our officer". The man, later identified by police as Timothy G. Trybus, 62, continued hurling insults at her, asking if she was "uneducated".

Rosello also called on Cook County Board President Toni Preckwinkle to take the matter "into her hands".

"This is not the America we all believe in", he said.
