Trump backs out of fragile joint communique after leaving Canada

Although Mr. Trump signed onto the communique for the G-7 summit, he tweeted afterward that he had instructed representatives "not to endorse" it after Trudeau's statements.

Mr. Trudeau's office responded to Mr. Trump's tweets accusing the Canadian leader of "false statements" on Saturday, saying that the Prime Minister said nothing during the G7 summit that he had not said previously.

He followed up by tweeting: "PM Justin Trudeau of Canada acted so meek and mild during our (at) G7 meetings only to give a news conference after I left saying that, "US Tariffs were kind of insulting" and he "will not be pushed around".

The President had expressed displeasure at having to the attend the summit, a gathering that began Friday in this town outside Quebec City amid tensions over the Trump administration's imposition of metals tariffs on U.S. allies.

American tariffs are in response to Canada's tariffs of "270% on diary" delivered by the United States, he said.

"We're like the piggy bank that everybody is robbing", he said at a press conference before making an early exit from the two-day summit in La Malbaie, Quebec, where he met with leaders of Canada, Britain, France, Italy, Germany and Japan.

Trump, who is on his way to Singapore for a summit with North Korea's leader, also reiterated warnings that his administration was mulling tariffs "on automobiles flooding the USA market" in a move that would be primarily aimed at another G7 member, Germany.

"There's some movement within Congress now to rein in Trump on trade policy", Gertz said.

"Canadians are polite and reasonable but we will also not be pushed around", he said. "So we are going in with a really positive spirit".

The Prime Minister said: "Where we disagree with our allies on something it is right that we say so and air the issue openly and frankly".

On the North American free-trade negotiations, Mr. Trump said he proposed a bilateral deal to Mr. Trudeau, an idea the prime minister rejected.

Just hours ago, President Donald Trump was tweeting about the "great meetings and relationships with the six Country Leaders". "I have made it clear to the president that [imposing retaliatory tariffs] is not something we relish doing, but it's something that we absolutely will do", Trudeau said.

The attack shattered any hope that Canada could avoid US tariffs on steel and aluminum or renegotiate the North American Free Trade Agreement by virtue of the charm, patience or measured response it has extended to Trump since he took office.

Trump claimed America had been obliged to levy the metals tariffs as it has been exploited as the world's "piggy bank" under existing arrangements, but his counterparts were equally determined to protect "rules-based" worldwide trade.

"And so began a long litany of recriminations, somewhat bitter reports that the United States was treated unfairly, that the trading system was totally unfavourable to the United States, the American economy, American workers, the middle class".

Trump angered his G7 allies last week by slapping them with hefty tariffs on steel and aluminum - a move that prompted Canada and the European Union to threaten duties of their own.

Germany has been more circumspect amid concerns that Trump might move forward with a second round of tariffs on automotive imports that would deal a major blow to the country's domestic auto industry.

But photos of the meeting revealed the obvious tension between Trump and the other leaders, and show a president who appears to be isolated.

"I think there's a resignation", said Tony Fratto, a former Treasury Department and White House official under George W. Bush.
