Bolton's statements, and past references to the Libyan model of denuclearization, have indicated to the Koreans that the USA is not actually willing to negotiate, that the Trump administration has a hard-line about what it requires from North Korea which leaves little room for flexibility.

North Korean officials remember John Bolton's key role as undersecretary of State for arms control in 2004, when Libyan leader Muammar Gaddafi ended his nuclear arms program in return for lifting US sanctions on his economy.

Trump said he is not considering a so-called Libya model for dismantling North Korea's nuclear weapons program.

However, he stressed the U.S. would only be compelled to act if a deal can not be reached with North Korea, adding: "We can not let that country have nukes".

But Pyongyang's professed commitment to "denuclearisation" is likely to differ from Washington's demand for "comprehensive, verifiable and irreversible" nuclear disarmament.

North Korea had announced it would publicly shut its nuclear test site next week.
