A top European Union official branded President Donald Trump selfish and capricious Wednesday as EU leaders gathered to count the likely economic damage US policies might inflict on the bloc and to try to rescue the Iran nuclear deal.

On trade, Tusk said the US move to impose trade penalties on national-security grounds was "absurd", since the European Union is a core American ally and does not represent a threat.

Tusk pointed to some of Trump's latest decisions before concluding, "someone could even think with friends like that, who needs enemies".

Tusk even compared the U.S. administration to Europe's traditional foes Moscow and Beijing as he launched his broadside before a dinner of the 28 leaders in Sofia where they discussed the issue. The U.S. move has paved the way for U.S. sanctions that are likely to hit European companies doing business with Iran.

Mogherini and European Commission chief Jean-Claude Juncker will outline to the leaders what measures the bloc could take to shield its now substantial economic interests in Iran, Tusk added.

The break with the US over the Iran deal is just the latest in a series of major breaches in the transatlantic relationship.

The EU's hopes have been complicated by the fact that European companies would also be exposed to U.S. sanctions imposed on anyone doing business in Iran.

"Frankly speaking, Europe should be grateful to President Trump because thanks to him we have got rid of all illusions".

Speaking on Wednesday, Tusk said he was "grateful" for Trump because he had made the European Union realise "if you need a helping hand, you will find one at the end of your arm".

Mr Tusk said: "Besides traditional political challenges, such as the rise of China or the aggressive stance of Russian Federation, we are witnessing today a new phenomenon: the capricious assertiveness of the American administration". In order to be the subject and not the object of global politics, Europe must be united economically, politically and also militarily like never before.

"I have no doubt that in the new global game", Tusk said, "Europe will either be one of the major players or will be a pawn".
