In the first public speech outside Britain, MI5 Director General Parker said: "Whilst Daesh has now lost its false caliphate in its strongholds in Syria and Iraq, tackling the group as a movement will require sustained global focus for years to come", he said.

The UK suffered four deadly militant attacks previous year that killed 36 people, the deadliest spate since the London "7/7" bombings of July 2005.

Britain wants a new security pact with the European Union to ensure continued access to secrets from major European Union countries after it leaves the bloc in 2019.

MI5, established in 1909 to counter German espionage ahead of World War One, is tasked with protecting British national security and so takes the lead, along with the police, in countering militant attacks.

Speaking ahead of the May 22 anniversary of the Manchester bombing, Parker said that 12 plots had been thwarted since the Westminster attack, bringing the total number of disrupted attacks since 2013 to 25.

Parker, who has a 35-year career in intelligence will say the attack is evidence of Russian Federation pursuing an agenda through "aggressive and pernicious actions" and risks making the country a "more isolated pariah".

Mr Parker condemned the "reckless" attack, saying it put "numerous" lives at risk.

Russia has denied any involvement in the attack and has challenged Britain to reveal evidence to back up its claim that the Russian state was behind it.

London has blamed Moscow for the poisoning of Skripal, a former Russian military intelligence operative who became an informant for Britain's MI6 foreign spy service, in the first use of a nerve agent in Europe since World War II.

Parker's address to the gathering hosted by Germany's BfV domestic intelligence service was the first public speech outside Britain by a serving head of the agency.

Russian Federation is seeking to undermine European democracies and sow doubt in the West through malign activities and a "fog of lies", the head of Britain's domestic spy agency has told European intelligence chiefs.

Addressing the campaign of disinformation that followed the attack on Sergei and Yulia Skripal, Mr Parker will say there is a need to shine a light through the fog of lies, half-truths and obfuscation that pours out of their propaganda machine. Islamic State has since claimed responsibility for the attack.
